JOB SUMMARY
The primary purpose of the position is to lead and manage all engineering and technical work related to the health component, from initial assessment through supervision of mechanical, electrical, and plumbing installations and finishing, to the trial operation and final handover to the Ministry of Health. The engineer bears full responsibility for ensuring the high quality of work execution, in accordance with the standards of the Syrian Ministry of Health, the World Health Organization's Infection Control (IPC) standards, and accessibility standards for persons with disabilities, within a specified timeframe not exceeding nine months.
Key Responsibilities
A. Planning and Designing Engineering Projects:
- Conducting a thorough engineering and technical assessment of the targeted departments (Maternity, Pediatrics, and Intensive Care), based on the drawings provided by the Idlib Health Directorate in cooperation with the Ministry of Health of the Syrian Arab Republic, to verify the scope of work and avoid duplication of funding or the redoing of previously completed work.
- Preparing and developing detailed Bills of Quantities (BoQs), shop drawings, and technical specifications for electrical installations (distribution panels, main wiring, operating room and sterilization lighting, emergency lighting, nurse call system), water and sanitation works (distribution networks, backup pumps, 15 m³ storage tanks, automatic chlorination systems), and interior finishing. - Preparing detailed implementation schedules, taking into account coordination with the partial operation of the hospital, and incorporating weather mitigation measures (rainy season) into the contracts.
B. Technical Supervision and Execution of Works:
- Daily technical supervision of the work of specialized contractors, ensuring their adherence to approved specifications, schedules, and quality standards stipulated in the contract.
- Managing the process of reviewing and approving material samples and method statements, approving financial statements based on actual progress, and issuing corrective orders to contractors when necessary.
- Ensuring the implementation of critical infrastructure works according to the highest standards, including:
• Electrical Systems: Ensuring adequate current capacity, load distribution, and the installation of sterile and explosion-proof lighting systems in operating rooms.
• Water Systems: Supervising the installation of water tanks (15 m³), and ensuring water quality meets national standards (including chlorine shock testing, laboratory sample analysis, and maintaining a free chlorine level of 0.2-0.5 mg/L at points of use). • Mechanical and Medical Systems: Coordinate with suppliers for the installation of medical equipment (funded from off-budget sources) and ensure its integration with electrical networks and medical gas systems.
