JOB SUMMARY
The Programs Manager is responsible for overseeing the planning, implementation, and coordination of MedGlobal’s health and nutrition programs in Syria. The role ensures high-quality delivery, compliance with donor requirements, and alignment with MedGlobal’s strategy. The Programs Manager works closely with MEAL, Supply Chain, HR, and Finance teams, while maintaining strong collaboration with local authorities, partners, and UN agencies.
MAIN DUTIES AND RESPONSIBILITIES
Program Leadership & Management
· Lead day-to-day management of program activities across supported facilities.
· Ensure implementation aligns with work plans, budgets, and technical standards.
· Supervise program staff and support their professional development.
· Conduct regular field visits to monitor quality and progress.
Program Development & Reporting
· Support development of concept notes, project proposals, and technical inputs.
· Lead preparation of narrative progress reports and donor updates.
· Coordinate needs assessments and situational analyses to inform planning.
Coordination & Representation
· Represent MedGlobal in Health Cluster, technical working groups, and coordination meetings when delegated.
· Maintain strong relations with MoH, health directorates, local NGOs, and partners.
· Ensure clear communication between field teams, HQ, and donors.
MEAL & Quality Assurance
· Collaborate with MEAL team to ensure proper data collection, indicator tracking, and beneficiary feedback.
· Integrate MEAL findings into program improvements.
· Ensure adherence to accountability and safeguarding standards.
Budget & Compliance
· Work with Finance to monitor grant budgets, burn rates, and forecasts.
· Ensure compliance with donor rules, procurement SOPs, and MedGlobal policies.
· Participate in audits, TPM missions, and internal reviews.
Supply Chain & Logistics Coordination
· Coordinate procurement planning, distribution plans, and cold chain/medical equipment tracking with the Supply Chain team.
· Ensure timely submission of PRs, GRNs, and distribution documentation.
Travel
· Conduct regular travel across project sites inside Syria.
Grants, Partnerships & Fundraising (Brief)
The Programs Manager supports proposal development, donor reporting, and partnership coordination with UN agencies, NGOs, and health authorities. The role also contributes to fundraising efforts by providing program data, success stories, and technical inputs for donor engagement and new funding opportunities.
QUALIFICATIONS AND SKILLS
· Bachelor’s degree in Medicine, Public Health, Pharmacy, Nursing, or a related field (Master’s preferred).
· 5–7 years of humanitarian/development experience, including 3+ years in program management.
· Experience working on UN-funded projects (UNICEF, WHO, OCHA, UNFPA).
· Strong background in field operations inside Syria preferred.
· Strong leadership, communication, and coordination skills.
· Excellent reporting and proposal-writing abilities.
· Ability to work under pressure and manage multiple priorities.
· Proficiency in Arabic and English.
