Job Title: Medical Commodities Coordinator

Job location: Northwest of Syria (Idleb or Aleppo)

Reports to: Country Programs Manager

Work Type: Full Time

Country Level Travel Requirements: Up to 50% of the Working Time

 

JOB SUMMARY

The Medical Commodities Coordinator will serve as a primary management team member in terms of the medical commodities management to the standards of organization, national health system, WHO and other UN Agencies of Relevance as well as donors to MedGlobal response. S/he will work in close coordination with the Country Programs Manager, Area Programs Coordinators and Officers, and technical team members as well as other staff of relevance within the MEAL/IM and Operations departments to ensure quality and timely country level planning and implementation of Medical Supply Chain Activities.

 

MAIN DUTIES AND RESPONSIBILITIEs

·        Actively participates in Go/No-Go meetings and planning phases relevant to prospect funding opportunities.

·        Actively participate in the kick-off, progress review, and close-out meetings of the approved projects.

·        Ensure adequate Coordination with the Country Programs Coordinators, Area Programs Coordinators and Officers, Technical Team Members, MEAL/IM, Supply Chain and other Operations Departments to foster quality and timely implementation of the projects at the field level in line with the agreed-on plans and to the applicable organizational and donors’ standards.

·        Serve as the medical supply chain focal person on behalf of the Programs Department in terms of gift in kind (GIK) medical donations and procurements.

·        In coordination with the Country Programs Coordinators, Programs Area Coordinators and other Technical Team Members, Lead on the forecasting and quantification of the pharmaceuticals, medical consumables and medical equipment items and instruments required at the supported healthcare facilities.

·        Leads on fostering alignment of the planned medical commodities with the applicable pre-qualifications, good manufacturing practices (GMP), technical specifications and standards, and Essential Medicine Lists (EML) of organization, national health system, WHO and other UN Agencies of Relevance as well as donors to MedGlobal response.

·        Ensure adequate coordination with the Supply Chain Department to facilitate the feasibility and timelessness of medical commodities provisions in accordance with the cost and schedule constraints, and proactively flag risks related to funding gaps, lead times, border constraints, or supplier disruptions.

·        Serve as the primary Programs team member to undertake the needed review, inspection, and validation of the received medical items.

·        Ensure inventory, warehousing and distribution oversight practices and tools in place including establishment and monitoring of stock management systems, defining minimum/maximum stock levels and reorder points, overseeing warehouse practices, coordinating distribution plans to the targeted health facilities, Monitoring losses, damages, expiries, as well as investigating captured variances.

·        Ensure safe, compliant disposal of expired, damaged, or recalled medical commodities in coordination with national regulations and organizational SOPs.

·        Lead on the cold Chain and Specialized Commodities Management within the supported facilities and warehouses.

·        Oversee pharmacovigilance reporting and adverse event tracking.

·        Ensure regular field visits to the supported facilities to monitor, supervise, and advise on gaps in terms of implementing medical commodities management practices by the staff members of relevance.

·        Lead on the technical support and capacity building efforts of pharmacists, pharmacy technicians and storekeepers toward medical supply chain management and rational use of medicines in relation to the treatment guidelines.

·        Actively contributes to the emergency preparedness including the development of buffer stocks and rapid scale up plans during outbreaks, natural disasters and displacements.

·        Ensure adequate and quality tracking and documentation of the planned and received both procured and GIK medical commodities.

·        Participate in client responsiveness mechanisms and ensure timely handling of feedback of relevance to his/ her role.

·        Upon the request/ in coordination with the Programs Manager, participate in engagement efforts with institutional and individual donors as well as other external stakeholders to the organization programs.

·        Supports the Programs Department development efforts as guided by the Programs Manager.

·        Undertakes other duties assigned by the Country Programs Manager (<=10% of the working time).

 

 

QUALIFICATIONS AND SKILLS

 

·        Bachelor of Pharmacy.

·        Minimum NGO work experience of 3 years focused on Medical Commodities Management.

·        Familiarity with Health and Nutrition Programming.

·        Familiarity with the Essential Medicine Lists and Standard Medical Kits (Content and Use case) of the WHO, UNFPA and large-scale donors is highly desirable.

·        Awareness of the National Health System Governance and Funding Landscape is highly desirable.

·        Native Speaker of Arabic.

·        Fluency in English is highly desirable.

·        Working knowledge of Microsoft Office Applications, Google Forms, and Kobo Toolbox Applications are Highly Desired.

·        Prioritization, Problem Solving, and communication among other interpersonal skills.
